Refactor NEML2 batch index handling to track element-side entries explicitly and support boundary/interface gathering without double counting. Update MOOSE-to-NEML2 gatherers to read element, face, and neighbor-face data correctly, and simplify NEML2 output material property lookup through the executor. Also clean up NEML2Action restriction handling by removing the separate boundary restriction path and aligning interface-specific setup.
