fix(chat): reserve $0 for the two -nim ids the account sheet bills at $0 - #204

nvidia/nemotron-3.5-lightning-nim and nvidia/nemotron-3-ultra-550b-nim joined blockrun.ai/api/pricing at $0 (billingMode "free", hidden). Both answered 200 with no payment header on Base and Solana on 2026-11-02, but FREE_CHAT_MODELS did not list them, so an explicit call reserved the $5/$30 default and an exhausted budget refused a free call (verify:prices flagged both). Added to FREE_CHAT_MODELS only; not routed.

The free routing order is unchanged, following d794fc1. Neither id is in GET /v1/models on either gateway, so the count of unlisted free members in the comment goes from 23 to 25.
The test in
test/chat.test.tsfails without the change and passes with it. Full suite is green.
