feat: organize the catalog by language with one folder per algorithm (spec 011) - #15

…(spec 011) - languages/<lang>/language.json holds the language metadata; languages/<lang>/<algorithm>/meta.json holds files and test. Hello World moves to languages/<lang>/hello-world/ (git mv, history kept). - scripts/hello.py works on implementations <lang>/<algorithm>: check (language and implementation levels), readme, test, apt-packages and --changed-since; --lang accepts a language or an id. - Replaces the algorithms/<algo>/<lang>/ layout wrongly planned in issue #11 and spec 010.
