fix(dataset): enforce inherited reference grants - #91

Check every ancestor's policy against each downstream namespace so multi-hop references cannot bypass an intermediate denial or read-only grant. Reconcile transitive dependents when namespace labels change, and reuse compiled selectors during resolution. Existing reference chains may become denied or read-only after upgrade if an ancestor does not grant an intermediate namespace.
