feat: dependency updates on avm/ptn/app/container-job-toolkit

Description

• Updates dependencies.

Need to wait on Azure/PSRule.Rules.Azure#3846 to be resolved, as the PSRule AZR-000004 currently reports an error and the zoneRedundancy property of the Container Registry will be deprecated.
