This pull request introduces and documents the full multi-agent workflow for CWYD v2 by adding detailed agent specs for planning, implementation, testing, and QA. Each agent file defines the agent's responsibilities, required reading, procedures, hard rules, refusal cases, and stop conditions, ensuring strict modularity, compliance with the development plan, and rigorous process tracking.

Agent specifications and workflow documentation:

Added .github/agents/cwyd-planner.agent.md with a comprehensive spec for the planning agent, including a structured Work Order template, strict rules for scope, references to MACAE/CGSA patterns, and anti-overengineering self-checks.
Added .github/agents/cwyd-implementer.agent.md specifying the implementer's process for writing exactly one class or method per invocation, with detailed requirements for test stubs, scope enforcement, and durable tracking in worklog and bugs files.
Added .github/agents/cwyd-tester.agent.md defining the tester's role to fill in test bodies, run tests, report results, and strictly refuse production code changes, with procedures for defect handling and tracking.
Added .github/agents/cwyd-qa.agent.md detailing the QA agent's read-only validation process, including gate checklists for correctness, modularity, deployability, and security, as well as output/reporting formats and refusal cases.

Environment and tooling updates:

Updated .devcontainer/devcontainer.json to ensure the Azure CLI feature installs Bicep with the latest version, improving devcontainer infrastructure readiness.
Changed the default embedding model in .env.sample to text-embedding-3-small for improved LLM embedding support.## Purpose

Move most source files into a new v2/ subtree (backend, frontend, functions, shared, etc.) as part of a v2 project reorganization. Remove the legacy admin React app (deleted src/admin/* including package.json, vite config and source files). Add an empty v2/src/shared/tools/__init__.py and apply a small import adjustment in backend/app.py (split router imports, isolate speech import). These changes restructure the repo for the v2 layout and remove the deprecated admin frontend.

Add comprehensive v2 development plan (v2/docs/development_plan.md) that defines modernization of the solution: migrate from monolithic Flask to modular FastAPI + Azure Functions, replace direct Azure OpenAI SDK with Foundry IQ, introduce Azure AI Agent Framework, upgrade LangChain→LangGraph, split Azure Functions into a RAG indexing pipeline, and remove Prompt Flow, Semantic Kernel, Streamlit, Poetry and the one-click ARM deploy. The document includes target architecture diagrams, project structure, a phased implementation roadmap, infrastructure and deployment changes, key decisions, and verification criteria (April 2026).

Stop running pip install in azure prepackage (only export requirements.txt now). Add generated backend requirement files (requirements_filtered.txt and requirements_no_numpy.txt, plus batch copy) and a constraints.txt to pin numpy>=2,<3. Also rename infra/main.json to infra/main.json.bak and apply related infra and parameter updates; frontend package-lock.json updated.

Update v2 documentation to reflect major architecture and planning changes: modify v2/docs/development_plan.md to replace direct Azure OpenAI references with Foundry IQ (knowledge base, embeddings, model access), add the key principle that every phase is deployable via `azd up`, introduce RBAC/managed-identity pattern (no Key Vault secrets), and expand infra, config, phase, and orchestration details (FastAPI, LangGraph, Azure AI Agent Framework, Bicep modules, Pydantic settings, etc.). Remove references to Prompt Flow, Semantic Kernel, Streamlit, and Poetry across the plan. Add new planning files under v2/docs/plan/: README.md, modernization-plan.md, and mvp-release.md containing the full modernization plan, library/infrastructure upgrades, phased migration strategy, and MVP milestones.

Add a new v2/docs/plan/business-cases.md that maps v1→v2 capabilities, scenarios, orchestration, databases, ingestion pipelines, features, and deployment patterns. Update v2/docs/development_plan.md to clarify Foundry IQ wording (Knowledge Base, Embeddings) and adjust related phrasing. Also add a link to the new business-cases.md from v2/docs/plan/README.md.

Introduce two conversation flows selectable via the CONVERSATION_FLOW environment variable: Custom and BYOD. The Custom flow describes an app-owned RAG pipeline with full features (multiple orchestrators, both DB backends, advanced image processing, post-answer validation, and custom hooks). The BYOD flow explains delegating retrieval to Azure OpenAI's "On Your Data" (simpler setup but limited customization and requires CosmosDB-backed Azure AI Search). Also update the comparison table to reflect the retained Custom flow.

Bootstrap CWYD v2 developer workflow and local/dev CI assets. Adds agent specs (cwyd-planner, cwyd-implementer, cwyd-tester), global copilot and per-area instructions (backend, frontend, functions, infra, shared, tests, workflow), and repository-level guidance (pillars_of_development). Also adds v2 Docker/dev tooling: .env example, docker .gitignore, Dockerfiles for backend/frontend/functions/CI validation, CI entrypoint script, and a docker-compose.dev.yml to drive local dev profiles. These files establish the test-first, one-unit-per-turn process, plugin/plug-and-play rules, banned tech list, and CI validation steps to guide future v2 development.
