Adds an Antalya-only protocol version without consuming an upstream protocol-version slot. The server advertises it as a suffix in the
ServerHelloname; Antalya clients strip the suffix and cap the advertised value to their own supported version. Older clients and servers remain compatible.Documentation entry for user-facing changes
