- start proposalId at 1 to match test
- use Fail to address disclosure risk - fail early
- static types for privateArgs, ProposalDetail - copy proposals before publishing, since args to .write() get hardened as part of E(), and the contract relies on them being mutable
- static type for installation, hence privateArgs
