The v4.20.0 PyPI dry run could not start because the recovery runner has no Docker. Keep the normal container publisher for future releases; use Twine 6.2 trusted publishing on the one-time reviewed self-hosted path, with an isolated home and no stored token. Verify OIDC availability before build.
