SLE links can fail with error event "failed to bind: bind failed: already bound" and only way to recover is with Yamcs server restart

I am not sure of the exact sequence of events that leads to this error, but once encountered, disabling and then enabling the link is not enough to clear it. It doesn't seem that the link can ever be bound after this without first restarting the server. It would make sense to me that disabling the link would clear all state information and when enabling the links you would start with a completely clean slate.
