SVM Token Bridge Config migration may break existing parsing with strict length-based validation

I'm not sure if there are cases where strict length-based validation is done. In that case, the presence of a tail might cause problems. It's worth reviewing https://github.com/wormhole-foundation/wormhole-scaffolding at least to see if there's any potential issues there.
