[Query/Chore] Irrelevant message and feedback button in Grade-book MFE

1. In the gradebook view, the message "* available for learners in the Master's track only" seems irrelevant to our platform, and should be suppressed.

2. Where does the feedback from the green "Feedback" button go?

1. The message is hardcoded in the Gradebook MFE and not configurable via environment variables or plugin slots. Suppressing it would require maintaining a fork of the repository. Given that overhead, we agreed not to proceed with this change for now.

2. The green “Feedback” button is a 2U-specific feature powered by a third-party GetFeedback integration, which requires a paid subscription. Since it’s not needed, it has been disabled as requested.
