[Bug]: GitLab not accessible on first boot of holorouter

Describe the bug

Maybe I'm missing something, but after booting up a new holorouter, I can't get to https://gitlab.vcf.lab until I manually move up the Port 80 and 443 rules in iptables on the holorouter itself first.

Reproduction steps

1. Deploy OVA
2. Attempt to visit https://gitlab.vcf.lab from a browser in the same network that uses the holorouter for DNS (fails)
3. Add port 80 and port 443 rules iptables above Line 12 "DROP" rule
4. GitLab accessible

Expected behavior

I would guess GitLab should be available right away if you plan to use it for deployments
