This isn't 100% in my head yet but it could be just the metadata JSON or it could also include the spreadsheets too (just the basic column headings).
How is tricky too. Generating the spreadsheets would be fine, generating the JSON with blank fields isn't possible easily. For the JSON it could just be a single file in the package with blank fields and comments that is copied to a desired location? Easiest solution, but probably most brittle.
