feat: update rocksdb submodule for namespace-resolution config lookup

Update to topling-8.10.2-test-1.0-170-gb1128dcc0, which changes
MaybeOptionsUpdateFrom to pass the actual db path instead of the
hard-coded "default", enabling config matching at any nesting level
under TOPLINGDB_EASY_MIGRATE_CONF.

Also pulls in the corresponding rockside update for the
namespace-resolution logic.
