I've experienced the similar error with a document class jsbook. This error occurs because the document class requires pLaTeX but tectonic is based on XeTeX.

• If you can change the document class, https://github.com/zr-tex8r/BXjscls may solve the problem. This worked for me.
• If you can't change the document class, you should use platex instead of tectonic.
