Decide whether kind dev clusters consume the same Flux manifests as vcluster prod shards, or a thinner local-only variant (no ESO/Vault, mocked ProviderConfigs, no Velero).
Trade-offs
- Shared manifests: dev/prod parity, but requires local Vault or stubs
- Thinner variant: faster onboarding, drift risk between dev and prod
