Yes. Add a Hook modifier to the cloth mesh, set its vertex group to the pin group, and set its target to the empty. Animate the empty however you like (graph editor, drivers, constraints, parenting), then click Capture Deformation on the pin. The bake samples each frame from Blender's final result, so the pin positions follow whatever the empty is doing, exactly like the native cloth workflow. See the attached video.
