Check for better way of removing sierra statments, that are not present in casm

We currently have a list of them. It is heuristic; we have a similar problem in cairo-debugger, so it is worth checking how it is handled there once this is resolved.

The easiest way to do that is to compare start_offset and end_offset of such a statement. If they are the same, the sierra statement did not compile to any CASM statements, otherwise it did
