[Enhancement request ] API to get the resource consumption in target clusters

The requirement is to have an API to get the resource consumption in target clusters in order to make a choice on the target cluster while specifying the placement intent for an application.

It will be desirable to have,

1. GET resource consumption at cluster level.
2. GET aggregated resource consumption at logical cloud level.
