a module with sig=en should not allow importmodule

a module foo.<lang>.tex with \begin{smodule}[sig=en should not allow \importmodule, but only \usemodule.
Actually, we might want to consider putting the \inputmodule into the foo.en.tex. (I am only using en for simplicity here; any other language is also implied).
