Objective

Authority graph includes MCP tool grants.

Problem

• Graph doesn't show MCP relationships
• No visibility into tool authority

Fix

1. Extend GET /authority/graph with MCP tool nodes
2. Show tool → agent → capability relationships
3. Dashboard MCP tab
