Refactor

• shift to use of R directory structure
• refactor several functions to improve cohesion within functions
• move price index functions to a separate script
• add basic test structure
• modify homogeneous product config allow more flexible processing akin to what is done by Lamboray (2021) and Webster and Tarnow-Mordi (2019)
• add conda env
