Add QoS Reporting and send out the report as SIP PUBLISH

The 4 main parameters to be filled are : JBN, JBM, NLR, JDR
The main header parameter is netType in format : netType=WiFi:70, undefined:30

I will need to add this to version 2.0. I guess SIP server needs this information.

Client side could run without issue without this feature though.
