That is not how the umbrella runs a campaign since 2026-09-23 (rf-exz, rf-87h): the PR carries its author's direction check in its body, the cold direction agent reviews only when a contract surface changes or a status line flips, and a record stays proposed until the code that implements it has shipped in a published version of this package. The flip is then the campaign conductor's act under the umbrella's flip standard, one flip PR per repo per campaign or tail, and the operator overturns a flip on the report line rather than being asked.
