Adds SnipeBrowser 144.0.7559.256, a modern Chromium 144 browser built
specifically for ReactOS.

Notes for reviewers:

* Installer: Inno Setup 5.6.1 (standard setup.exe — ReactOS 0.4+)
* URLDownload: Internet Archive permanent link
* SHA1 / SizeBytes verified against archive.org metadata and local file
* Category 5 (Internet)
* Recommended host: ReactOS 0.4.16 x86 (primary validation). 0.4.5 Briefly Tested. Earlier 0.4.x
  may work.

This is the first Chromium-144-class browser known to reach daily-driver
usability on ReactOS. Field notes and downloads:

Recommended system: 1 to 3 GB RAM (4 GB often leaves only ~3.5 GB
addressable on ReactOS and can cause allocation errors). Real hardware
outperforms VMs; development was stressed heavily in VirtualBox.

Kernel note: under sustained heavy CPU load from asset-heavy sites,
ReactOS may hit STOP 0x1E at ntoskrnl (0x805AF770 class). SnipeBrowser
includes CPU-aware throttling to mitigate this from userland and reopens
cleanly after such events. Idle stability confirmed at multi-hour uptime.
