Horizon fails to deploy

Describe the bug
Deploying Horizon fails with various errors.

To Reproduce
Steps to reproduce the behavior:

1. Run install-horizon.sh

Expected behavior
Helm deploys Horizon

Additional context
Error: UPGRADE FAILED: failed to create resource: ConfigMap in version "v1" cannot be handled as a ConfigMap: illegal base64 data at input byte 0

I got past this temporarily by disabling the configmap_logo field. Tested the values in the template and they seem to decode.. but after getting past that I ran into the following:

django.core.exceptions.ImproperlyConfigured: settings.DATABASES is improperly configured. Please supply the ENGINE value

I got same issue, in the helm value /opt/genestack/base-helm-configs/horizon/horizon-helm-overrides.yaml I tried to set false in configmap_logo but an error appears as follows

This is still a problem, and since Skyline doesn't have all the service features (ie Cloudkitty) as horizon does, we do need to get this working for end users. The upstream chart does work, there is something in the genestack overrides that needs to be patched, but haven't narrowed it down a bit. There is quite amount of injectable code in the overrides yaml file, which is making it difficult to debug.
