After we merge #1865, we won't need a service account for rabbit instances. The current service account, role and role binding, are required to query the Kubernetes API to perform peer discovery. There was a rework on this plugin in 4.1, and it no longer queries Kubernetes API. This issue is to track the work of dropping the SA/Role/RBinding generation, and a migration from previous versions (to drop the same resources).
