Phase X update — source-header rollout, legal hardening, private docket

Source headers

PCCX source files now carry PCCX(TM) + SPDX headers (ASCII form
for toolchain safety) in 4 of 7 mutate-able source repos; pccx
header PR is in-flight; systemverilog-ide header PR remains OPEN
because line-sensitive editor-bridge tests need a fixture rebuild
that is out of scope for the header rollout.

Central legal policy

pccxai/pccx PR #70 lands the layered legal/IP policy:
