offline work fails

Fails if offline ... all works fine online
manual downloaded flux ... qwen was downloaded automatic ... all works fine if i have internet connection -> if i turn off -> ERROR

The model repository does not contain pytorch_model.bin. Setting that environment variable will do nothing. It checks all local files with repo every time and then proceeds further. Something wrong within the code itself.
