PDF reader doesn't default to pan (hand) tool

What went wrong?

Every time opening a PDF file the pan tool is not enabled. Have to click the hand icon to be able to pan around in the document (e.g. when zoomed in and/or using facing pages layout)

This was partially fixed on phones (thanks brios #742 ) but the minimum width check doesn't pass when my phone screen is rotated (landscape), and doesn't apply at all to my laptop or tablet (mainly where I read PDFs)

How can we reproduce it?

desktop:
Open a pdf
zoom in a bit
try to move the document around with the mouse

phone:
hold phone sideways (landscape)
open a pdf
zoom in a bit
try to move the document around
