requests and pyyaml module not found so need to update the docker file so that each time we need not to install those modules each time we do docker run

cd /opt/intel/openvino/deployment_tools/open_model_zoo/tools/downloader
when we run python3 downloader.py -h , these two modules are missing

we need to update docker file so that each time we dont require to install those modules each time we do docker run
