Article conflates "per user" and "per tenant" which are different things #4719

Is it per tenant (business/organization) or per user (human)? Those are different things by most people's understanding. Article (including it's navbar entry) goes back and forth betweent per-tenant and per-user without clarifying why they are the same or different. It's confusing and it's the core piece of it.
