Improve installation docs to cover the command sync process

@Hawking admin sync_local is required for a fresh first time installation so that Discord knows what commands the bot can handle. Unfortunately that little tidbit isn't shown in the docs anywhere.

Ideally the docs should cover the sync_local, sync_global, and clear_local commands.
