Adding donation/subscription prompts to FAQs page

Suggesting that in the left hand menu of FAQs page, below the current menu items, we add a box:

As with #5948, if possible, the signup box is right on the page, not a click away.

Subscribing via this box adds the 'FMS' tag in Mailchimp, to kickstart the FMS-specific user journey.

Tricky one, but I suppose there is an argument for adding to the body of the FAQS:

• At the end of the answer to: 'Then who are you? And why are you doing this', we could add 'If you'd like to help us empower more people to improve their local community, please do [make a donation]. Even £5 goes a long way!'
• And then after 'is there an FMS app?' could add a new question:
  What else have you made? Sign up for our newsletter and we'll tell you about all the other services we run that, like FixMyStreet, are free to use and really helpful.
