Describe the bug
I have been investigating a constant stuttering issue that happens on Windows 11 24H2 and 25H2 on any server.
I believe this may be related to the issue/error CD46: kicked by AC #95 HB-timeout.
During my tests, I used the in-game frametime command/overlay inside a server to monitor the problem. I noticed that even when I am not moving at all and the character is literally standing still, the game still seems to register some kind of input or internal activity. When this happens, the frametime graph shows sudden spikes, which causes a noticeable micro-stutter.
In the screenshot, the frametime graph shows repeated spikes on the FrameEnd line. There are small constant spikes and also a few larger vertical spikes, even though there is no movement happening. The Present line looks much more stable, but the FrameEnd spikes appear to line up with the stuttering I feel in-game.
The stutter is not limited to one specific server. It happens on different servers and is present almost all the time. The FPS can look stable overall, but when these frametime spikes happen, the game freezes for a few milliseconds. It is very quick, but it happens constantly and makes the stuttering very noticeable. This also affects mouse movement and gameplay responsiveness.

I attached a screenshot of the in-game frametime overlay showing the issue. The main spikes appear on the FrameEnd line, while Present looks more stable.
This happens even when standing still, without moving the character or the camera. The stutter happens for a few milliseconds, but it repeats constantly and affects mouse movement and gameplay responsiveness.
I am not reporting this as a cheat or security vulnerability. I am only reporting it as a gameplay/performance bug because it seems related to frametime spikes and possibly the CD46: kicked by AC #95 HB-timeout issue.
