Bump package version command. Options are:

[mschwartz]

• major, minor, and point (defaults to point)

• recurse

• update all pubspec.yaml files in monorepo (from curdir down)

• bump version number in pubspec.yaml

• add entry to CHANGELOG.md

• edit pubspec.yaml in every directory and change dependencies on package to new version.

• any edits to mt.yaml desired

• Optionally pub publish.
