1.Regression issue: not repro in the C# Dev Kit Extension: 3.20.199 and C# Extension: 2.140.9.

Steps to reproduce
1.Create any project such C# Console App.
2.Rename the .csproj in Explorer.
3.Restore the project name and observe the Status Bar.
Expected behavior
Finish loading as soon as possible.
