Loading can't be completed after deleting the solution file

Describe the Issue

1.Regression issue: Not repro in the Release builds: C# Extension 2.140.9 and CDK 3.20.199.
2.High Priority issue.

Loading can't be completed after deleting the solution file.

Steps To Reproduce

1.Create a C# Console App and add a new solution file for it.
2.Delete the solution file from Explorer.
3.Click the Switch Solution.

Expected Behavior

Load complete.

The log is too large to upload, it has already been sent online.

After performing an initial dump analysis, it appears this might be related to Hot Reload.

Also repro in the Pre-release C# Dev Kit Extension  v3.27.199 and C# Extension  v2.147.47.
