Workspace requirements should offer to install global.json SDK

Describe the Issue

I have an older SDK installed (10.0.102). My repo global.json specified 10.0.104. Instead offering to downgrade the global.json to the older SDK (10.0.102), it should offer to install 10.0.104.

Steps To Reproduce

1. Install the 10.0.102 SDK and make sure 10.0.104 is not installed
2. Open roslyn repo at 947ca3885049cffb4941372216c03f9cf5e99304 (uses 10.0.104 SDK in global.json)
3. Note the workspace requirements page offering to modify the global.json

Expected Behavior

Offers to install 10.0.104
