Consider updating each .NET-centric sample to use CPM

#1357 updated the Azure Functions sample to use Central Package Management (CPM) but the rest of the .NET-centric samples are still not using CPM. We should be consistent within this repo, either deciding to use CPM for .NET-centric samples, or not.
