Blank / Empty PDF fails processing ending in error state

Bug Details

When a user uploads a blank pdf or similar with no content to process, the file ends in an error state.

Steps To Reproduce

1. Upload a blank PDF file with no content. Sample attached. Observe the file go into error state.

What is the expected behavior?

File should still process successfully into a completed state.
