Automatic VPA is wrongly created when an HPA is updated

What steps did you take and what happened:

• Create a deploy deploy
• Create a HPA hpa that targets deploy
• Update hpa targetRef to still target deploy, but change the kind case (for example change Deployment to deployment)

What did you expect to happen:
The VPA Autopilot should not create an automatic VPA, yet there is one at the end.
