man pages are not installed from python setup.py

While packaging the pantalaimon on openSUSE I noticed that the man pages are not installed without manual intervention.

I think this should be as easy as using data_files similar to what is shown here. I can likely take care of that this weekend. Thanks for catching this @Thaodan!

Same for the systemd service.

#197 should take care of this. Though I'm not 100% sure about the systemd service but it should work when building the package. Sorry for the delay, had a death in the family which took up my time recently.
