Subject: [PATCH] Drop Python 3.9 so CI runs on ubuntu-latest again

ubuntu-latest now runs Ubuntu 26.04, which has no Python 3.9 build
(3.9 reached end-of-life in October 2025), so the 3.9 Ubuntu job fails
to set up. Remove 3.9 from the CI matrix and the tox envlist, and raise
requires-python, the classifiers and the README to 3.10.
