Add option to download water temperature upload template

We currently don't have anywhere for a user to download the water temperature upload template.

Please can this be added here: Download template, and then add functionality to add this template in Site Settings as with other upload templates.

You could also add it here. Also need the Physico-chemical upload template, so might be best to include them all here in FBIS.

Can we make optional for other platforms, like with the temp module
