Since CRIU container tests need to cover UBI 10, and the test is using Semeru-containers dockerfile in https://github.com/ibmruntimes/semeru-containers/tree/ibm/17/jdk/ubi to build the base image (only ubi8 and ubi9 so far), we need to add ubi10 dockerfile for it. Thanks.
