Update CI workflows, deps, and license year

Add npm caching and name the install step in the super-linter workflow; clarify test job name to "Node 22 on ubuntu-latest". Bump HTMLHint copyright year to 2026 in LICENSE. Pin @types/vscode to 1.101.0 and update globals to 17.4.0 in package.json, with corresponding updates in package-lock.json.
