Add custom user-defined limits for downloading files

Add some user-defined limits for downloading files. For example:

• a speed limit (maxspeed)
• a max retry count
• a max request per second (some servers might block you otherwise)

Hi, could you assign me to this issue i would like to work on it.

So if i understand this issue correctly, some limit options should be added to these downloading options(in the picture), and then the input given on the options should be used when downloading the file.

@Stanemanvh Actually this is for the direct downloader and I think ytdownloader doesn't even have these options. We should add new options below the current ones and later, we can organize them into their own dialog.
