ekko	ebb166abee	fix: skip gateway shutdown during dev restarts (#661) ... Set HERMES_WEB_UI_STOP_GATEWAYS_ON_SHUTDOWN=0 in nodemon.json so nodemon restarts don't kill running gateways.
